Mr. ST Chang @ Mohammed Mahathir Abdullah, was educated at the
University of Wales, U.K. where he obtained his Masters in Economic and
Social Studies with distinction. His thesis, "Trojan Horse and Logic
Bomb: Exploding the Myth of Computer Crime", examined the nature of
computer related crimes and the laws to criminalized these offences.His
career spanned 25 years in the private and public sector. After a stint
in the private sector, including with the Brunei Shell Group of
companies, where he obtained a good grounding in accounting, finance and
audit (and became a member of the Institute of Chartered Secretaries and
Administrators, U.K.), he joined the public service where he set up the
Commercial Crime Division, Royal Brunei Police Force, and he had
established himself as the authority in the field of fraud investigation.
He is a Certified Fraud Examiner (C.F.E.) and he has substantial
international experience in his field. His last posting was as Deputy
Director of C.I.D.
He is also very active in national community-based projects and
contributes to national development in various fields, including
Information Technology and is the current Consultant of the Brunei
Darussalam Computer Society, a member of the Brunei Information
Technology Council and a founder member of the Asia Pacific ICT Awards.
He is a Fellow of the Brunei Darussalam Computer Society, a member of
the Australian Institute of Management, Affiliate Member of the Institute
of Management consultants, Singapore, Member of the Philippines Computer
Society, Association of Certified Fraud Examiners, U.S.A and an alumni of
PSI Asia, Centre for Leadership, Manila. He was awarded two meritorious
awards, the P.S.B. and P.I.K.B. for his service to the nation.
